Veïns de Parcent – Newsletter Nº 67 – 23rd September 2007

Dear friends,

Just in case you have seen the Costa Blanca News report on the plans for Parcent and think that ALL the plans have been withdrawn, this is not the case!

At the Council Meeting on 2nd July, the mayor gave notice that the General Plan for Parcent [PGOU] was being withdrawn so that it could be modified to comply with the wishes of the people for sensible and sustainable development. For this to become effective, the decision has to be published in the DOGV – the Official Diary of the Valencian Generalitat – and this was done on 18th September. The Council can now go ahead with re-drawing the plans and re-submitting them for approval to the Consellería de Medio Ambiente, Agua, Territorio, y Vivienda (Ministry of the Environment, Water, Land, and Housing). This will be done with full consultation of the people of Parcent and will include the recommendations from various authorities on sustainable development and, of course, as speedily as possible.

The three PAIs (development plans) for El Replá, El Cantalar, and La Solana are still at the Consellería and we are awaiting their decision to approve or reject them. What the legal position is if the PAIs are approved but Parcent has no PGOU – now a legal requirement for a PAI to be passed – would have to be clarified. The Spanish Ombudsman has written to the new Conseller, Juan Ramón García Antón, to inform him that, if he approves the plans without the necessary water and environmental reports, he will report the case to the Public Prosecutor.

So, there is still a way to go yet and the Council is in a delicate situation. Matters cannot be rushed. As soon as we have definite news, we will let you know.
